I have a Dell QCM1250 with Windows 11 and skkey.sys is being blocked. The keyboard is not working for admin users upon installation. Before i even do any setup.

Thank you for your inquiry. We are not aware of any issues where SiteKiosk would cause a keyboard to lose power or become unresponsive in that way. One possible explanation could be a conflict with system security settings, which is more likely in a domain environment. If the device is connected to a domain do you still observe this behavior after remote the computer from the domain?

Please note that the SiteKey driver (sitekey.sys) loads during Windows startup, even when the keyboard is not actively blocked. However, there are no known general issues with SiteKiosk—particularly the keyboard driver—on supported Windows systems. The SiteKey driver complies with Microsoft requirements and adheres fully to their driver development standards.

I have tried installing this multiple times, and i get the same thing. Once installed it locks the keyboard even for admin users. I get the error: Sitekiosk this driver has been blocked skkey.sys does not pass the windows driver. After i install site kiosk the keyboard will work until i restart the computer.

This does not happen on a default Windows build. Our keyboard drivers are allowed to run on Windows devices and there are no known issues with it as provided earlier. In some restrictive and domain environments, you will see this behavior due to controls placed on the Windows system. You should explore the option of using SiteKiosk off your domain network or if you must, at least place it in a domain with inheritances turned off. SiteKiosk provide clear protections from manual intervention, so it would not need to have same level of protection like an employee use device. I am not on a domain. In order to setup the computer with a local account I had to chose domain in the setup.
