Support Request: SiteKiosk 8.9 won't install

Description

I removed all traces of SiteKiosk 8.1 and have tried to install SiteKiosk 8.91.
It goes through the whole install process, but at the end it rolls back and quits.
I tried generating an install log file.
siteKiosk /V"/lv c:/logfile.txt"
I have attached the log file. No config file, because it has not been installed.

There are no known issues with installing SiteKiosk on a computer with the default Windows settings (free of Group policy settings) and that meets the minimum system requirements.

Were you receiving an error or odd behavior why you had to manually uninstall SiteKiosk? Usually uninstalling via the Windows Control Panel should be enough to remove all traces of SiteKiosk installed on your computer.

To do a complete uninstall, go to add/remove programs (Programs & Features) in the Windows control panel select SiteKiosk and choose "Change" (not Uninstall) then choose the "Remove" radio button. Next check the box "Remove all created data" and proceed with the uninstall. This will remove all the SiteKiosk program files from your PC at which point you can reinstall.

Your logfiles indicate that there was an issue creating the SiteKiosk Restricted User Account... You may need to check with your Network Administrator with regards to Group policy or Security Restrictions in place that would affect the creation of a Windows User Account.

Or you can remove the SiteKiosk machine from the workgroup or domain...

I decided to formatted the hard drive, installed Windows 8.1 and installed SiteKiosk 8.91. Everything worked perfectly.

I struggled with installing 8.9. So, I removed as much of SiteKiosk as possible. I also removed other programs. I used CClearner to clean the registry. Nothing helped.

Perhaps if I had manually removed the site kiosk user, the installation would have worked. I doubt it was a network problem. I have 5 licenses and will be getting more. The computers are on the same network. I am the only one that touches the computers. Some updated in a few minutes and others required a fresh install of windows.

I have had some issues with keyboards not working. This seems to be related to upgrading from 8.1 to 8.9. I have not direct evidence. I am bringing it up, because I had 3 different types of computers get corrupted or missing keyboard drivers, during the time period, when I was trying to update.
