Even though SiteKiosk 9.8 is no longer in support, I was able to reproduce the behavior in the current SiteKiosk version 9.9.5895 and have therefore sent it to our developers for investigation.

As a workaround, you can open the PDF in an external application (e.g. Adobe Reader) as described here:
